Acquisition of pilot shops for the TOIMIVA network continues

The National Emergency Supply Agency (NESA) has launched a new site acquisition project for the national TOIMIVA network, which secures the availability of groceries and fuels in various emergency situations. The NESA is building the network in close cooperation with grocery shops, fuel distributors and other authorities.

The acquisition project will see more pilot grocery shops added to the network in the Kymenlaakso region. The acquisition project will run until January 2026, and the selection of the sites will be carried out through a restricted procedure under the Act on Public Procurement in the Fields of Defence and Security.

Towards a national network

The pilot will pave the way for the formation of a national network, which the NESA will build up in the coming years within the limits of its funding. Once implemented, the TOIMIVA network will include approximately 300 grocery shops and approximately 120 fuel stations equipped with back-up power systems and other solutions enabling them to continue operating in the event of various disruptions.

The NESA considers it important to ensure the sufficient availability of daily consumer goods and fuels, which are essential for the functioning of the population, in the event of disruptions. The aim is to ensure that there is a TOIMIVA grocery shop within 50 km of all customers, or within 150 km in very sparsely populated areas, and a TOIMIVA fuel station within 150–250 kilometres.
