New law supports the strengthening and financial base of security of supply – The National Emergency Supply Agency became a government agency on 1 April
The new Act on the Measures Necessary to Secure Security of Supply and the National Emergency Supply Agency entered into force on 1 April 2026. With the Act, the National Emergency Supply Agency (NESA) was transformed from a public body into a government agency. Funding for security of supply will also be strengthened as a result of the Act.
Security of supply means the ability to secure the goods, materials, services and critical infrastructure necessary for the functioning of society in the event of serious disruptions and emergencies and prepare for such disruptions and emergencies in advance.
With the entry into force of the new Act, the National Emergency Supply Agency changed from a public body into a government agency, clarifying the legal status of the NESA as a public authority. The change is in line with the current tasks of the NESA, which include the exercise of significant public powers. At the same time, the staff of the NESA became public-service employees.
Tasks clarified, funding model reformed
According to the new Act, the tasks of the National Emergency Supply Agency are to support other public authorities, the private sector and non-governmental organisations in maintaining and developing security of supply and to plan and implement preparedness measures to safeguard security of supply in the event of and during severe disruptions and emergencies.
Many of these tasks have already been carried out by the NESA, but now they are more precisely defined and the relevant provisions have been expanded to reflect changes in the security environment and the requirements of modern preparedness.
In future, the operating costs of the NESA will be financed from the national budget. The National Emergency Supply Fund will remain in place and will continue to finance operational security of supply measures. The basis for the accrual of the strategic stockpile fee paid to the Fund is being changed. Until now, the fees have been collected mainly from the use of fossil fuels. In future, the strategic stockpile fee will mainly be collected from electricity consumption, and will be increased. This will ensure that the level of funding for security of supply is better aligned with security requirements.
Security of supply work continues to be based on public-private cooperation
Under the new legislation, security of supply work will continue to be based on cooperation between public authorities, the private sector and non-governmental organisations, and the structures of this cooperation are now more clearly defined.
The cooperation bodies will continue to be the National Emergency Supply Council and the sectors, pools and committees operating under the National Emergency Supply Agency. The sectors monitor and assess the state of security of supply and preparedness in their respective sectors. The pools and committees promote security of supply, preparedness and continuity management within networks of public authorities, private sector operators and non-governmental organisations in their respective sectors. The pools and committees also support the National Emergency Supply Agency in providing a situational picture of security of supply.
Each ministry in Finland is responsible for security of supply in its own administrative branch. Coordinating the development of security of supply is the responsibility of the Ministry of Economic Affairs and Employment.
The Ministry of Economic Affairs and Employment will continue to be responsible for the management and supervision of the National Emergency Supply Agency. Furthermore, a cross-governmental steering group will be set up, through which other ministries will contribute to the strategic management of security of supply.
