Overall situational picture of security of supply 16 December 2025 – most companies’ ability to function is good

The overall security of supply situation has not changed in any significant way when compared to the previous situational picture. According to the overall situational picture, the ability to function of the majority of the National Emergency Supply Organisation’s pools and companies is at a good level from a security of supply perspective. However, mild impacts are widespread, and the situation at a company level can vary considerably. The current situation is expected to continue for the foreseeable future.

In international trade, export bans have raised concerns following the Nexperia case, for example. In Finland, the impacts have so far not been significantly reflected in the operations of companies from a security of supply perspective. With regard to individual materials, however, there have been observations of extended delivery times, price pressures and the need to prepare for alternative supply channels.

There have been local problems with security of supply in the distribution of fuels. Teboil’s difficulties have also increased demand at other operators’ service stations, causing temporary product shortages. However, this situation does not pose a threat to Finland’s security of supply.

According to a survey commissioned by the Finnish National Rescue Association (SPEK), 54% of citizens report that the preparedness of their household corresponds to the 72-hour preparedness recommendation. However, around one in three of those who consider themselves to be well-prepared have not prepared for a prolonged power outage or water supply disruption.

The next overall situational picture of security of supply will be published in mid-February 2026.
