Overall situational picture of security of supply 29 October 2025: Sanctions have no impact on Finland’s security of supply

The sanctions against Russian oil companies Lukoil and Rosneft have a significant impact on the operations of Teboil, which is owned by Lukoil, in Finland. However, according to the National Emergency Supply Agency, the impact of the sanctions on Finland’s energy supply are limited. The situation is particularly challenging for Teboil petrol station operators, but from a security of supply perspective, there is sufficient fuel available in Finland and the fuel distribution network remains sufficiently comprehensive even following the sanctions.

The overall situational picture of security of supply shows that the ability to function of Finnish industries has remained largely unchanged or relatively good during the autumn. However, there are many issues that have mild negative impacts on the functioning of industries, and there is no indication that the situation regarding these issues is improving. That being said, these factors have not had a significant impact on the security of supply of Finnish industries.

The ability to function of Finnish industries is affected especially by the economic situation and related uncertainties in the business environment, as well as labour-related factors such as staff coping and the availability of suitable labour.

Functioning is also affected by the time it takes to obtain permits necessary for work, the impact of regulation and the functioning of mobile networks and online services. Furthermore, the availability and security of supply of components and raw materials has long been subject to various disruptions, such as delivery delays.

There are reports of various cybersecurity challenges in almost all industries. For example, the financial administration sector has been subject to an exceptionally high number of phishing campaigns during the reporting period.

The next overall situational picture of security of supply will be published in mid-December.
