Overall situational picture of security of supply: Closure of eastern border does not impact security of supply in any significant way
Security of supply has remained stable. The closure of the eastern border is not considered to impact security of supply in any significant way, and the status of electricity supply has not changed substantially despite production and market disturbances.
The overall situational picture of security of supply compiled by the National Emergency Supply Agency (NESA) examines the challenges in the operating environment from several perspectives. The situational picture report includes an overview of different industries’ ability to function and the challenges they may face.
At present, the overall situational picture of security of supply is updated every other week, with the next situational picture scheduled to be published on 15 December.
The NESA releases a brief summary of the situational picture report. The details concerning industries are classified and are therefore not made public.
Situational picture on 1 December: Poor grain and potato harvest
The state of security of supply remains stable.
The current closure of the eastern border is not considered to have significant impacts on the security of supply.
As regards energy supply, the situational picture has not changed significantly, even though there have been production and market disturbances in the field. That being said, long-term and concurrent failures may worsen the situation.
COVID-19 and other respiratory infections still impact many fields. The infections are causing large numbers of absences from work, but no significant impacts on functionality have been reported.
The capacity of the Inkoo LNG terminal has been fully reserved for the 2023–2024 winter season. Effective icebreaking will be essential for ensuring the delivery of shipments this coming winter.
The preliminary estimate released by Natural Resources Institute Finland (Luke) on 24 November stands at slightly less than 3 billion kilograms, which is less than normal. The potato harvest was exceptionally poor. The poor quality of grain may be a more significant challenge than the amount of harvest.
Companies making up the critical infrastructure are still being targeted by cyberattacks, which is why the threat assessment remains at an elevated level.
