Security of supply of digital society strengthened – new sector added to the National Emergency Supply Organisation

The security of supply of the Finnish digital society and information society is being strengthened through the creation of a new sector within the National Emergency Supply Organisation. The tasks of the new Digital Society Sector include monitoring and supporting preparedness and security of supply work in its own sector.

All key functions of our society are dependent on data, digital systems and digital infrastructure. The current security environment also further underlines the importance of digital security. The new Digital Society Sector will support the overall implementation of security of supply in the sector by monitoring and assessing the state of security of supply and security of supply work. The Sector will also monitor developments related to the various security of supply decisions affecting the sector, in cooperation with industry and public authorities.

Companies’ participation opportunities to increase

The Digital Society Sector is planned to include a total of five different pools. These will include four new pools that will be composed of critical companies participating in the operations of the current Digital Pool and new companies joining security of supply activities as a result of the sector reform. The fifth pool to join the sector is the Media Pool, which has previously operated as part of the National Emergency Supply Organisation (NESO) without a sector.

“The operations of the sectors and pools of the NESO are based on facilitating and encouraging the voluntary preparedness of companies. The four new pools and the integration of the Media Pool to sector-based operations will give companies in the digital sector even better and wider opportunities to participate in security of supply activities and develop their own preparedness for threats in the digital world, thus contributing to the preparedness of Finland as a whole,” says Chief Preparedness Specialist for Digital Security Juha Ilkka from the National Emergency Supply Agency (NESA).

Industry associations are also important partners in the NESO’s sector-based work. Pooling agreements are concluded with industry associations and the associations are involved in their sectors’ planning work.

The new sector helps respond to the threats of the changed security environment

The resilience and security of Finland’s digital information society is strengthened by safeguarding critical infrastructure, the security of supply of information, data resources and systems, and by investing in cybersecurity. Finland has already prepared for disruptions affecting the digital information society through the use of fallback and backup systems, among other means. However, broad sector-based work will allow the security of supply of the digital environment to be supported more effectively.

”By establishing a Digital Society Sector, we can better ensure that sector-specific characteristics and broader public-private dialogue are taken into account in security of supply work. It will also ensure more effective implementation of security of supply in the sector, as the reforms related to the Digital Society Sector will also enable us to better respond to threats in the changed security environment and react to change with proportionate resourcing,” says Heli Tammivuori, director of the NESA’s Network Cooperation Unit.

The decision was approved by the Board of Directors of the National Emergency Supply Agency on Thursday 27 November 2025. The launch of the new sector will proceed with the designation of the participants and the creation of the new pools during late 2025 and early 2026. Information on the new sector will also be added to the NESA’s website as the work progresses.
