The 2025 Annual Review of the National Emergency Supply Agency (NESA) summarises a year marked by uncertainty in the operating environment and various security threats, as well as determined development efforts in line with the organisation’s strategy. The review shows how security of supply has been strengthened in a changing world through foresight, preparedness and, above all, cooperation. The NESA’s Sustainability Report is being published for the second time as part of the Annual Review.
The 2025 Annual Review provides an interesting overview of how security of supply is being built in an era where uncertainty has become the new normal. It explains the strategy’s priorities, the measures taken during the year and the insights on which a shockproof Finland will continue to be built in the future.
“However, the key strength of Finland’s security of supply continues to be the same: cooperation. A model of cooperation based on trust between the public and private sectors and civil society organisations remains the cornerstone of our security of supply. Companies are not merely targets of preparedness efforts; they are key actors in implementing them,” writes Janne Känkänen, Director General of the NESA, in the Annual Review.
Känkänen emphasises that the network model has proved its effectiveness even in a changing operating environment, and developing the network will continue to be a key part of the NESA’s responsibilities.
“The National Emergency Supply Agency is an enabler, a guide and a coordinator of operations,” Känkänen explains.
The Annual Review provides an overview of the NESA’s programme activities, which have remained strong, and the projects that have helped enhance Finnish society’s preparedness over the past year. The programme activities and the four programmes they comprise demonstrate that energy, logistics, digital infrastructure and food and water supply are becoming increasingly intertwined in society, which highlights the importance of comprehensive situational awareness and cross-administrative cooperation.
International cooperation is expanding and growing stronger
Changes in the international operating environment are clearly reflected at the NESA. Cooperation within the frameworks of the Nordic countries, the EU and NATO deepened during 2025, with the focus shifting increasingly towards practical cooperation. At the same time, Ukraine’s experiences have reinforced the understanding of how important the capacity for recovery, decentralised solutions and psychological resilience are to a society’s ability to function. These lessons have also been applied in the development of Finland’s preparedness measures.
The year 2025 was also significant in terms of legislative reform. The NESA’s transformation into a government agency in April 2026 will strengthen its operational structures and financial base and clarify its responsibilities.
Sustainability as part of the Annual Review
The Sustainability Report included in the Annual Review published in 2026 describes the progress, key actions and results achieved during the year in the NESA’s sustainability work.
The report brings together the key objectives, measures and metrics that the NESA uses to promote sustainable operations and assess the impact of its activities on the environment, society and the organisation’s own operations.
The sustainability reporting is based on a materiality analysis carried out in 2024; the sustainability themes identified as a result of this analysis will guide the NESA’s operations during the 2024–2027 strategy period. The report published in 2026 follows the progress made on these themes and describes the impact of sustainability work in relation to the targets set. Sustainability reporting supports the transparency of the National Emergency Supply Agency’s operations, its continuous development and the assessment of its impact.
